HYDROCARBON
UNIT
1.
Considering the recent developments in the petroleum sector including the
arrival of foreign operating companies under production sharing contracts
(PSC) and an increasing commercial role of Petrobangla the Ministry of
Power, Energy and Mineral Resources Division has accentuated the need to
assume new responsibilities. Such new responsibilities include petroleum
resource assessment at regular intervals functions
relating
to planning & monitoring of PSC activities & associated tasks of
data management, formulating national depletion policy etc.
2. To take care of the above activities government has
decided to establish Hydrocarbon Unit (HCU) in the MOEMR to (i) Implement
government policies & upstream regulations for the petroleum sector
& (ii) promote & supervise private sector activities in the
petroleum sector.
3. The work plan of the unit contained the following
components:-
a. Institutional model
(Defining
the roles and responsibilities of HCU, establishment of the unit etc.)
b. Monitoring and Supervision of PSC activities
(Attending
JRC, JMC meetings, monitoring major activities of PSC and reporting to the
ministry etc.)
c. Petroleum Policy and Management
(Conducting
optimal gas utilization study, formulation of exploration and field
development plan etc.)
d. Resource Assessment
(Establishment
of Resources classification system, Reserve estimation and Resource
Assessment etc.)
e. Data Management
(Establishment
of energy sector mini data bank, development of a cost data base etc.)
f. Training and technology transfer
g. Institutional Co-operation between HCU and Norwegian
Petroleum Directorate (NPD)
