Mr. A. K. M. Mosharraf Hossain, FCA, MP, Inaugurated the Energy sector Web site of Bangladesh on the 18th May 2003.

While inaugurating the Web Site, the Minister termed the occasion as an important event and advised all the officials to display correct information in the web site. The inaugural function was attended by the Additional Secretary of the Energy and Mineral Resources Division, Chairman of Petrobangla, Director of BPI and distinguished persons of the energy sector of Bangladesh. Some photographs of the inaugural function are shown below.

Department of Explosives requirements for approval for CNG

Requirements for installation of CNG Refuelling Station

1. Name and address  :

2. Approval Number and Date for marketing CNG as a motor fuel :

3. Location of the proposed CNG Refuelling Station:

4. Layout and site plans having the following information of the proposed CNG Refuelling station: 

a. In case of site plan:

(1) The plan to be drawn in the scale : 1:200.

(2) Permanent installation or protected works existing within the limit of 40m around the proposed site of CNG Refuelling Station to be shown:

(3) Location of high tension electric line and or gas-pipelines (if exists) to be shown.

b. In case of layout plan:

(1) The plan to be drawn in the scale 1: 100.

(2)  Distance of boundary compressor and other protected works from cylinder storage and net capacity of cylinders in volume (Water capacity).

(3) Distance of Dispensing unite from cylinder storage unit, compressor and soirée of fire.

(4) Distance of boundary wall sales room/other protected works and source of fire from compressor unit.

(5) Ventilation  pressure relief system;

  [Compressor unit and Dispensing unit to be installed at least 4m apart from boundary  wall/protected works/Sales room etc. Cylinder storage  unit to be installed at least 10m a part from boundary wall. Protected works /Sales room etc. Provided that the distance will be 4m if net capacity of cylinders is above 64,500 Litres to 10,000 Litres of water capacity and the distance will be 3 m if the capacity is maximum 4500 Litres. The ventilation system to be installed at least at 5 m height
in pressure relief system]

5. The lengths of boundary walls to be built in front and behind of the premises should be maximum 45m and 35m respectively and the length of depth (width) should be maximum 25m.

6.  Total area of kiosk including office, attached toilet etc. must be limited within 50 square metres.

7. The following information to be mentioned or shown in the plan if the CNG Refuelling station is proposed to be installed within or adjacent to the premises of a Petroleum filling station.

  (1)  The distances of CNG storage Unit, Cylinder Filling Area, Compressor Unit or Dispensing Unit from the fill point of liquid Petroleum of Pet. Filling station (these distances must not be less than 10m).

(2)  The distance of CNG & storage Unit, Cylinder Filling Area, compressor Unit or Dispensing Unit from the boundary of the Petroleum. Filling  Station. This distance should not be more than 4 m).

(3)  The distance between the Dispensing Units of CNG and that of Liquid Petroleum. (This distance must not be less than 4 m).

8.  The standard specification of cylinders to be used for storage of gas must be approved by Chief Inspector of Explosives in Bangladesh in accordance with provisions of the Gas Cylinder Rules, 1991 and a licence in form (Gha) under this rules to be obtained before importation of  cylinders.

9. The compressor units and relevant other equipments should be fabricated according to the standard specification approved by Chief Inspector of Explosives in Bangladesh and permission for importation must be obtained from the Department of Explosives.

10.  In case of proposal for installing a CNG Refuelling Station within the premises of a Pet. filling station  the licensee of the Petroleum filling station himself or by taking his permission (in case of other person) should be submitted.

11. The following papers to be attached with the aforementioned documents:

(1) Application in form `Ga’ duly filled and signed by the applicant;

(2) Original copy of Chalan for licence fee Tk.7500/- duly deposited in the code 
1 -  4232 – 0000 - 2681.

(3) 3 copies of passport size attested photograph of the applicant.

Requirements for approval of Department of Explosives(DE) to convert an automotive engine to run on CNG

Requirements for installation of CNG Refuelling Station

3. 4 copies of plans each showing Site plan (drawn in the scale 1:200) and layout plan (Drawn in the scale 1:100) of the proposed premises (Ammonia of blue printed plan preferred).[Bleeding and other installations to be mentioned in the plans].

4. Proof of work experience of Automobile/Mechanical Engineers and other technical personnels in CNG Conversion Workshop. (Organogram to be attached).

5. Identification, in detail of foreign technical experts (if any).

6.  Specification and other papers bearing technical information of kits to be used to 
convert an engine into a  CNG service.

7. Standard specification and number of cylinder, valve, regulator, gas fuel line etc.

8.  Flow-diagram of entire mechanical system for CNG conversion.

9. Papers, with catalogues, describing functions of exhaust emission analyser.

10.  Description of procedures with equipments for testing cylinders.

11.  Plan of necessary preventive action to be taken against fire-accident in workshop.
